Open Source Hardware was inspired by the Free Software Movement, which introduced collaborative design principles and on-line open-source libraries. However, Open Source Hardware also hearkens back to the do-it-yourself, hobbyist culture which surrounded the emergence of the first personal computers. Among the original "free hardware" designs (before it was so called) were Lee Felsensteins's "Pennywhistle Modem" and "Tom Swift Terminal", which he conceived as low-cost, easy-to-build alternatives to more expensive proprietary products, and for which he distributed the specifications free of charge.

Open Source Hardware involves assembling libraries of open source microcomputer chip designs. Given the difficulty and expense of design and fabrication of today's extremely complex chips, the open source hardware movement accepts the use of certain proprietary, closed-source, elements as part of the open-source approach. These elements are called "Intellectual Property Cores" (or "IP Cores" for short).

Open Source Tool Design follows in the footsteps of the Free Software Movement. The Free Software Movement introduced widespread familiarity with collaborative design principles and on-line open-source libraries. Following that example, the Open Source Hardware movement is assembling libraries of open source microcomputer chip designs. Given the difficulty and expense of design and fabrication of today's extremely complex chips, however, the Open Source Hardware movement accepts the use of certain proprietary, closed-source, elements as part of the open-source approach.

In the same way, open-source design of a wider range of tools would involve assembling libraries of open-source tool designs. Much of this design could be based on elements that have fallen into the public domain. However, as shown by Open Source Hardware, it would also be possible to incorporate certain proprietary elements into the otherwise open-source designs, thereby permitting open-source designs even for high-tech products.

The development of Open Source Tool Design requires federation of the Open Tool Community around one or several relevant websites. A number of existing websites concerned with Open Design are listed in the [http://en.wikipedia.org/wiki/Open_design Wikipedia article on Open Design], but this embryonic community appears fragmented.

The feasibility of Open Source Tool Design could be illustrated by a pilot project in a specific domain where implementation might be easier than in certain high-tech domains. One idea for a pilot project is the [[Open Furniture Project]].

The Open Source Furniture Project is envisaged as a pilot project in Open Source Tool Design. It should be noted that while most Open Design projects tend to be high-tech, this one is notably low-tech, which is one factor making it particularly suitable as a pilot project.

== An Open Source Alternative to IKEA ==

An easy way to describe the proposed Open Source Furniture Project would be to compare it to IKEA.

IKEA has built a vast network for the world-wide distribution of standardised models of cheap, self-assembled furniture that combines artistic design with high practical usability. However, IKEA also represents much that is wrong with centralised, monopolistic manufacturing: production centers are located in a different country than the consumers, the giant stores are located outside urban centers thus requiring consumers to make long car trips, the selection of available product is limited, used furniture is generally disposed of as waste, and so on.

An alternative would be to develop a similar line of cheap self-assembled furniture, for which all of the specifications are available on internet for free use by anyone. Since the end-user wants to buy a kit and thus avoid the upstream tasks of preparing the elements to be assembled, small locally-based companies would grow up to manufacture and sell the standardised kits.

== An On-Line Library of Open Source Specifications for Self-Assembled Furniture Kits ==

The core of the Open Furniture Project would be an on-line library of specifications for self-assembled furniture kits.

The specifications would include digital drawings showing how to manufacture the elements to be included in each kit, as well as all additional instructions and information (such as types of material, machining tips and so on). These specifications would be for use by the local companies that manufacture the kits, rather than for the end-users who buy the kits. The specifications could also describe the type of machines necessary for producing the various elements. In other words, the available on-line information could include detailed specifications for setting up of the required small manufacturing plants.

The free designs might be produced by university students in appropriate subjects such as industrial design and industrial engineering. For example, a class could work together to produce a specific design, or an individual student might develop a new design as part of a thesis project.
It was bought in 2004 by Jack Herrick and Josh Hannah, who maintained it themselves to keep costs low, and who launched wikiHow as a companion wiki site. The website of Consumer Reports magazine can be found at this link:

* http://www.consumerreports.org/cro/index.htm

[http://en.wikipedia.org/wiki/Consumer_Reports Consumer Reports] is an American magazine published monthly by the [http://en.wikipedia.org/wiki/Consumers_Union Consumers Union], a consumer rights organisation founded in 1936.

Consumer Reports publishes reviews and comparisons of consumer products based on reporting and results from its in-house testing laboratory. It does not print outside advertising or permit the commercial use of its reviews for selling products. It states moreover that all tested products are purchased at retail by its staff, rather than being accepted from manufacturers as free samples.

However, most of the information on the Consumer Reports website is only available to paid subscribers.

== Other websites launched by the Consumers Union ==

The Consumers Union also provides the following ancillary websites:

* [http://www.consumerwebwatch.org Consumer Reports WebWatch]: this grant-funded project aims to improve the credibility of Web sites through investigative reporting, publicizing best-practices standards, and publishing a list of sites that comply with the standards. Its content is free.

* [http://www.crbestbuydrugs.org Consumer Reports Best Buy Drugs]: combines publicly available (but difficult to comprehend) studies on pharmaceutical effectiveness with pricing information in an easy-to-read format.

* [http://www.greenerchoices.org Greener Choices]: meant to inform consumers about environmentally-friendly products and practices, providing practical information on buying “greener” products that have minimal environmental impact yet meet personal needs.

== Which?, the British equivalent of Consumer Reports ==

[http://en.wikipedia.org/wiki/Which%3F Which?] is a subscription magazine and website based in the United Kingdom. Like its American counterpart, Consumer Reports, Which? assists consumers in the choice of goods and services by testing and evaluating products, and maintains its independence by buying everything used for testing at full price. Which? maintains the following websites:

* [http://www.which.co.uk Which? main website]
* [http://www.computingwhich.co.uk Which? computing website]
* [http://www.trygardeningwhich.co.uk Which? gardening website]
* [http://www.whichlegalservice.co.uk Which? legal services website]

Much of the information on these sites is available only to subscribers.

== Other consumer reports websites ==
As mentioned in the [http://en.wikipedia.org/wiki/Consumer_Reports Wikipedia article], the term "consumer report" is sometimes used as a generic expression referring to any document informing the consumer about products. Selected websites that provide such "consumer report" information are listed below:
